The Pollution Prevention & Compliance Assistance Program (P2/CA) was formed in 1995. Its mission is to provide technical assistance, education, outreach, and advocacy services to small busineses in the State of Delaware through the Small Business Assistance Program. P2/CA also provides pollution prevention services to businesses, industry and citizens of Delaware, and technical assistance to the state's industries through the P2 program.
Pollution Prevention (P2): The Pollution Prevention Program, now part of P2/CA, provides non-regulatory assistance to businesses and industrial facilities in identifying and implementing cost effective waste reduction opportunities. Services provided include:

The Small Business Assistance Program:The Small Business Assistance program
is available through P2/CA to help small businesses understand and comply with environmental permitting and compliance issues. The small business Ombudsman/Advocate is the initial contact within this non-regulatory program which offers:
- Industry specific compliance information
- Onsite visits to determine compliance status and if necessary, a plan of action to achieve compliance
- Input at the legislative level on matters that impact small business
- Delaware Auto Body Self-Certification Program
