DNREC – Division of Air Quality LEGAL NOTICE TITLE V SYNTHETIC MINOR PERMIT APPLICATIONS Notice is hereby given that American Air Liquide Delaware Research and Technology Center has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for construction of the modified Outdoor Combustion Test Platform(OCTP)(APC-2007/0016-Construction(Amendment6)(VOC)(RACT)which includes the addition of flue gas recycle and fuel and oxidizer preheat capability, a heat sink and a duct heater with an increase in the power input of the OCPT from 5 megawatts (17 million BTUs per hour) to 10 megawatts (34 million BTUs per hour) at 200 GBC Drive Newark, Delaware. American Air Liquide Delaware Research and Technology Center requests a limit for NOx= 5.62 TPY, SO2 = 4.27 TPY, CO = 1.48 TPY, PM = 0.67TPY, VOC= 0.20 TPY These limits are necessary to restrict American Air Liquide Delaware Research and Technology Center potential to air emit pollutants, and the limit will be enforceable by the EPA and the state. Total estimated emissions from the facility are: NOx= 17.15 TPY, SO2 = 4.28 TPY, CO = 9.55 TPY, PM = 1.50 TPY,VOC= 18.7 TPY The application, the "draft" construction permit, all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the "draft" permit may be inspected at the office of the Division of Air Quality, Blue Hen Corporate Center, 655 S. Bay Road, Suite 5 N, Dover, DE 19901. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending December 11, 2012. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
