Comment Period Extension
The Department of Natural Resources and Environmental Control (Department) has conducted a public hearing to hear public comments on the applications and draft permit for the issuance of the National Pollutant Discharge Elimination System (NPDES) permit for:
The Delaware City Refinery Company LLC., located on Wrangle Hill Road in Delaware City, to discharge cooling water, treated process wastewater, and storm water to Cedar Creek, the Delaware River, Dragon Run Creek and Red Lion Creek (current NPDES Permit DE 0000256 and State Permit No. WPCC 3256C/74); and for
Its Delaware City Power Plant, located on Rte. 9 in Delaware City, to discharge cooling water, treated wastewater, and storm water to the Delaware River (current NPDES Permit No. DE 0050601 and State Permit No. WPCC 3094D/76).
The public hearing was held on March 24, 2015 in the auditorium of the Gunning Bedford Middle School, 801 Cox Neck Road, New Castle, Delaware.
The proposed reissuance will consolidate both permits into one NPDES permit, “No. DE0000256”. On the basis of a preliminary staff review and application of lawful standards and regulations, the Department proposes to reissue the permit for the facilities above, subject to certain effluent limitations and conditions. These proposed determinations are tentative pending development of a record from the public hearing and investigation a final decision by the Secretary of the Department. Persons wishing to comment on the pending applications and draft permit may present written statements through the close of the public comment period. The public comment period has been extended through May 26, 2015 at 4:30 pm. Written statements may also be submitted to: PublicComments.DNREC@state.de.us
