TITLE V SYNTHETIC MINOR PERMIT APPLICATIONS
Notice is hereby given that Allan Myers Delaware, Inc. has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for construction of a portable Recycled Asphalt Pavement (RAP) sizing plant at 1230 Railcar Avenue, Wilmington, Delaware. The plant consists of the following diesel engine powered portable equipment: a 73 HP (Tier 3) stacker conveyor, a 350 HP (Tier 4) impact crusher and a 110 HP (Tier 4) screener with associated transfer conveyors.
Allan Myers Delaware, Inc. requests limits for operating hours and fuel usage. These limits are necessary to restrict Allan Myers Delaware, Inc.’s potential to emit air pollutants, and the limits will be enforceable by the EPA and state. Total estimated emissions from the RAP sizing plant are 0.25 ton per year (TPY) of Nitrogen Oxides (NOX), 1.05 TPY of Carbon Monoxide (CO), 0.05 TPY of Non-Methane Hydrocarbons (NMHC), 0.002 TPY of Sulfur Dioxide (SO2), 4.34 TPY of Particulate Matter (PM), and 1.60 TPY of Particulate Matter (PM10).
Allan Myers Delaware, Inc. operates three facilities under permits: (APC-2016/0026-OPERATION (NSPS)(SM)) Wilmington, (APC-2012/0154-OPERATION (NSPS) (MNSR)(SM)) Dover and (APC-1997/0494-OPERATION (MNSR)(NSPS)(SM)) Georgetown. Operational limits for the portable equipment will be applied at each location as well as across all sites.
The application, the "draft" permit (APC-2018/0032-CONSTRUCTION (NSPS)(FE)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the "draft" permit may be inspected at the office of the Division of Air Quality, State Street Commons, 100 W. Water Street, Suite 6A, Dover, DE 19904. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending October 2, 2018. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
