DNREC – Air Quality Management Section LEGAL NOTICE TITLE V SYNTHETIC MINOR PERMIT APPLICATIONS Notice is hereby given that David A. Bramble, Inc. has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2(i), and 12.3 for an amendment at 22288 Coverdale Road, Seaford, Delaware. David A. Bramble, Inc. requests an increase in Recycled Asphalt Pavement (RAP) to 39% of the mix. Permitted baghouse emissions based on stack tests conducted on July 22, 2009 are 2.0 TPY CO, 7.1 TPY NOx, 0.6 TPY VOC, and 0.2 TPY PM.. SOx emissions from AP-42 factors remain at 13.2 TPY. Emissions from the asphalt heater remain at 1.6 TPY SOx, 0.75 TPY NOx, 0.02 TPY VOC, 0.19 TPY CO, and 0.08 TPY PM. These limits are necessary to restrict David A. Bramble, Inc.’s potential to emit air pollutants, and the limit will be enforceable by the EPA and the state. The application, the "draft" permit (APC-2008/0091-OPERATION (Amendment 1)(SM)(NSPS)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the "draft" permit may be inspected at the office of the Division of Air and Waste Management, 156 S. State Street, Dover, DE 19901 or 715 Grantham Lane, New Castle, DE 19720. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending November 23, 2009. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
