The Renewable Energy Portfolio Standards Act directs when and whether the director of the Division of Energy & Climate may institute a freeze on the implementation of the state’s Renewable Energy Portfolio Standards as provided for in 26 Del. C. § 354(a). The proposed regulation is to establish how the decision of freezing or not freezing of Renewable Energy Portfolio Standards is made. A second public hearing on the proposed regulations was held on January 7, 2015.
