DNREC to host workshops on funding for
municipal wastewater systems pollution control projects
DOVER (Dec. 1, 2010) – DNREC’s Financial Assistance Branch will host three informational workshops – one in each county – on the application process for FY 2011 funds for construction and upgrade of municipal wastewater systems, stormwater and related projects through the Delaware Water Pollution Control Revolving Fund (WPCRF).

The workshops are in preparation for the Notice-of-Intent (NOI) wastewater project solicitation for the FY 2011 Project Priority List Process. Municipal government representatives, consultant engineers and other interested parties are encouraged to attend a workshop.
At each workshop, DNREC’s Financial Assistance Branch will outline project eligibility and funding requirements, the proposal review process and project ranking criteria. Staff will provide information and instructions and answer technical and financial questions regarding the application process. In addition, information will be presented regarding Community Water Quality Grants, Wastewater Matching Grants, and Stormwater Matching Grants.
The WPCRF is a multi-million dollar water pollution control revolving loan fund created by the Delaware General Assembly in 1990 to facilitate financing the construction and upgrade of municipal wastewater systems, stormwater systems and related projects. Each year, projects are reviewed by the Delaware Clean Water Advisory Council, an advisory council appointed by the Governor, and recommended to the Secretary of DNREC for funding. Since the WPCRF’s inception, 17 federal capitalization grants and required state matching funds have been awarded. In addition, 62 loans for municipal wastewater projects have been closed for $233 million, and 1,214 loans for non-point source pollution control projects have been closed for $13.74 million.
