FCC Environmental requests Coastal Zone Act Status Decision to construct and operate used oil recycling facility
The Department of Natural Resources and Environmental Control has received a request from Hydrocarbon Recovery Services, Inc., doing business as FCC Environmental, for a Delaware Coastal Zone Act (CZA) Status Decision to determine whether a CZA permit is required to construct and operate a used oil recycling facility at the former Kaneka site, located at 1685 River Road, New Castle.
FCC Environmental currently operates 39 used oil facilities and provides services in 23 states across the country. At these facilities, the company collects used oil and recycles it for use as fuel in industrial applications.
The company currently operates a used oil recycling facility at 505 S. Market Street in Wilmington. According to the application, FCC Environmental proposes to dismantle their Wilmington facility and move their operation to River Road in New Castle.
In the Status Decision application, FCC Environmental proposes to collect oil from Delaware and surrounding states, transport it to the River Road facility, and store the oil in above-ground storage tanks until it is recycled and sold to various customers.

Following the public review period, Secretary Collin O’Mara will make a decision on the application and public notice will be given.
The Delaware Coastal Zone Act Program regulates existing heavy industrial activities, as well as new and existing manufacturing activities in Delaware’s Coastal Zone through a status decision and permit process. A status decision determines whether an activity is allowed by the Coastal Zone Act and can be permitted under its regulations.
