Governor Markell Appoints Joseph Corrado Chairman
of Delaware Clean Water Advisory Council
Dover, Del. – Governor Jack Markell has announced the appointment of Joseph J. Corrado as Chairman of the Delaware Clean Water Advisory Council, the twelve-member council responsible for developing strategies and plans for the state’s wastewater facilities. Mr. Corrado, who previously served as Council Chairman from May 1995 through January 2007, is Principal and Chief Executive Officer of Corrado Management Services located in New Castle.
“I look forward to returning to the Advisory Council after a two-year hiatus,” said Mr. Corrado. “Since its inception, the Council has underwritten projects that could not have been funded on their own. It has built a reputation as a model program not only in Delaware, but with the Environmental Protection Agency. Governor Markell is not only committed to improve the state’s wastewater facilities; but, as part of his Green Initiative, he wants to promote the beneficial reuse of treated wastewater and the protection of Delaware’s watersheds.”
The Council recommends wastewater plans and projects funded through the Water Pollution Control Revolving Loan Fund, a multi-million dollar program created by the Delaware General Assembly in 1990. In addition, the Council provides guidance and policy advice to the Governor and Secretary of DNREC and assists in developing funding options for capital and maintenance programs related to drainage, stormwater management and flood control.
Along with Mr. Corrado, Kevin P. Anderson, associate planner for the Brandywine Conservancy Environment Management Center, and Eugene S. Dvornick, Jr., management for the Town of Georgetown, have also been appointed to the Council.
The Council’s next meeting will be held 9 a.m. – noon Wednesday, April 22 at the Kent County Administrative Complex, 555 Bay Road, Room 220 in Dover.

Since its inception, the Water Pollution Control Revolving Loan Fund has awarded 15 federal capitalization grants and state matching funds. The program has provided 42 loans for municipal wastewater projects that totaled $183 million and 1,143 loans for non-point source pollution control projects that totaled $11 million.
