Hearing Set for August 18 on the Premcor Refining Group Inc. Application for Construction Permits for the Valero Refinery in Delaware City
DNREC’s Air Quality Management Section will hold a public hearing at 6 p.m., Monday, Aug. 18 on the Premcor Refining Group Inc. application for construction permits to upgrade and optimize crude and fluid coking units and other improvements at the Valero refinery. The hearing will be held at the Delaware City Library, 250 Fifth Street, Delaware City.
The Premcor Refining Group Inc. (Premcor), a wholly-owned subsidiary of Valero Energy Corp., owns and operates the Valero refinery, 4550 Wrangle Hill Road, Delaware City. The refinery’s crude and fluid coking units are used to process crude oil into conventional and reformulated gasoline, diesel, low sulfur diesel and home-heating oil.
The permit application is part of the project to optimize refinery operations. Premcor conducted a preliminary impact air quality analysis of the upgrades and improvements and found that modeled incremental increases in ambient sulfur dioxide concentrations are below significance levels.
The technical memorandum and draft construction permits can be viewed on DNREC’s website, www.dnrec.delaware.gov/whs/awm/AQM/Pages/AirPermits.aspx. (Click on the documents under “Premcor Refinery Crude Upgrade and Optimization Project, AKA Bin 1 Project.”) The documents can also be inspected 8 a.m. – 4:30 p.m., Monday through Friday, at the Division of Air and Waste Management offices, 156 S. State Street, Dover and 715 Grantham Lane, New Castle.
Comments can be presented orally or in writing at the public hearing. DNREC requests that parties interested in presenting statements at the hearing register in advance.
Specific and prepared questions, especially regarding complex or technical issues, must be submitted by Aug. 18 to DNREC by fax (302-739-3106; Attn: Premcor Hearing), by e-mail (penny.gentry@state.de.us) or by letter, addressed to Air Quality Management Section, Division of Air and Waste Management, 156 S. State Street, Dover, DE 19901. DNREC will forward all questions to Premcor.
