Hearing Set for May 26 on Proposed Amendment
to Air Pollution Regulation for Electric Generating Units

DNREC’s Air Quality Management Section will hold a public hearing beginning at 6:15 p.m. on Tuesday, May 26 on a proposed amendment to Delaware’s Air Pollution Regulation for industrial electric generating units. The meeting will be held at DNREC’s Pricilla Building, 156 S. State St. in Dover.

On Dec. 11, 2006 DNREC issued a Secretary’s Order which adopted the final Electric Generating Unit (EGU) Multi-pollutant Regulation to reduce emissions of mercury, sulfur dioxide and nitrogen oxides. The limits established by the regulation require EGUs to comply with reduced initial short term emissions limits by 2009 with further reduced emission limits by 2012 and 2013.

The proposed amendment modifies the sulfur dioxide emissions limitation for Conectiv’s Delmarva Generation’s Edge Moor Electric Generating Unit #5 by increasing the annual mass emission limits from 2,427 tons per year to 4,600 tons per year.

The increase in allowable emissions being proposed is in part to address Conectiv’s concern with the potential loss in Unit # 5’s ability to operate in case of significant demand for electricity combined with unanticipated and prolonged outages of other major generating units in the region.  The requirement for Unit 5 to use 0.5 percent sulfur content fuel instead of previously allowed 1 percent sulfur content fuel will remain in force.

The purpose of the hearing is to solicit public comments on the proposed amendment. Interested parties can present statements and/or testimony at the hearing or submit comments in writing by May 30 to:  Bob Clausen, DNREC Air Quality Management Section, 156 S. State St., Dover, DE  19901; by email: robert.clausen@state.de.us; or by fax: 302-739-3106.

For additional information, contact Ron Amirikian in Dover at 302-739-9402.
