Middletown man arrested for theft and home improvement fraud by DNREC’s Environmental Crimes Unit
MIDDLETOWN (Oct. 22, 2013) – DNREC Office of Community Services’ Environmental Crimes Unit arrested Hans Scheing of Middletown Monday afternoon and charged him with theft and home improvement fraud three months after an elderly couple paid him in advance for septic system work in their home that was never done.
DNREC ECU’s investigation found that Scheing, 40, owner of Delaware Septic LLC, 38 Browning Circle, Middletown, had received almost $8,000 from the couple in July after entering into a contract to provide septic services and repair at their home.
At the time of Scheing’s arrest, 90 days later, no permits had been applied for on behalf of his clients, and no work had been done at their home. As the victims are over 62 years old and the theft exceeds $1,500, both charges against Scheing become a felony.
He is currently free on $5,000 bond after video arraignment at Delaware State Police Troop 9 in Odessa.
