Open Space Council seeks public input for State Resource
Areas from three workshops scheduled this month
DOVER (Sept. 15, 2015) – Delaware’s Open Space Council is seeking public input on the standards and criteria for State Resource Areas through a series of public workshops to be held under DNREC’s auspices September 21, 22 and 29 in New Castle, Kent and Sussex counties.
Since early this year, the Open Space Council has reviewed provisions of the Land Protection Act (7 Del. C. Ch. 75) while assessing the State’s compliance with the provisions of the Act. The Open Space Council was created in 1990 through the Land Protection Act to advise DNREC’s Secretary on all matters related to the administration, implementation and financing of Delaware’s land protection program. After careful consideration and extensive review, the Open Space Council determined earlier this year that State Resource Area maps are in need of updating. The first step in creating updated maps calls for the council to determine the standards and criteria for the State Resource Areas (SRAs) as outlined in Delaware state code (7 Del. C. §7507).
A special Open Space Council subcommittee was appointed last June to draft updated standards and criteria. These were shared with DNREC staff, the Delaware Forest Service, the Delaware Economic Development Office and the state’s Office of Historic and Cultural Affairs, and with conservation groups prior to putting the draft document in front of the Open Space Council last month.
The public workshops to be held in each county seek further input on the revisions that have been made to SRA standards and criteria. The workshops will give the public a chance to discuss SRAs with Open Space Council members and staff; to ask questions, and to provide input prior to a DNREC public hearing in October on finalizing the standards and criteria for SRAs.
The workshops will start at 5 p.m. on dates and at locations listed below:
• Sussex County: Monday, Sept. 21 – Georgetown Public Library, 123 West Pine Street, Georgetown, DE 19947
• Kent County: Tuesday, Sept. 22 – Dover Public Library, 45 S. State Street, Dover, DE 19901
• New Castle County: Tuesday, Sept. 29 – Brandywine Hundred Library, Meeting Room B, 1300 Foulk Road, Wilmington, DE 19803
After the workshops and following public hearing to be held in October, the Open Space Council will take into consideration all public comments before deciding on the final standards and criteria at its December 2 meeting. To review the draft standards and criteria prior to the workshops, please visit DNREC’s Open Spaces webpage. Copies of the draft standards and criteria will also be available at the workshops.
