Peninsula Composting Receives Coastal Zone Act Permit to Operate Composting Facility in Wilmington

Under the authority of the Coastal Zone Act and the Regulations Governing Delaware’s Coastal Zone, Secretary John A. Hughes of the Department of Natural Resources and Environmental Control has issued a Coastal Zone Act Permit to Peninsula Composting Company for the establishment of a food and wood waste composting facility at 601 Christina Avenue in Wilmington.

Peninsula submitted a revised permit application on Jan. 23, 2008. A public hearing was held on the application on April 3, 2008. The proposed operation would compost 160,000 tons per year of clean source separated food materials, yard waste and untreated wood products to produce compost and topsoil using the Gore Composting System. 

The company estimates the facility could generate up to 0.4 tons per year of particulate matter and 1.5 tons per year of volatile organic compounds. The company has submitted an offset proposal which will more than offset the environmental impacts of the project. The offset proposal includes moving an existing concrete crushing operation, using best management practices for stormwater, making a financial contribution to the South Wilmington Special Area Management Plan, entering into a Community Benefits Agreement with the neighboring community of Southbridge and diverting waste from the landfills. 

Anyone wishing to appeal this decision to the State Coastal Zone Industrial Control Board must do so before June 1, 2008. For an appeal form or more information, please contact Elena Tkacz, Coastal Zone Act Coordinator, at 302-739-9909. There is a $100 appeal application fee.  

If no appeal is received within the appeal period, this decision becomes final.
