Premcor Requests Coastal Zone Status Decision
to Modify Pollution Control Equipment at the Valero Refinery
The Department of Natural Resources and Environmental Control has received a request from Premcor Refining Group, Inc., a subsidiary of Valero Energy Corporation, for a Delaware Coastal Zone Action (CZA) Status Decision to determine whether a CZA permit is required to modify pollution control equipment at the Valero Refinery in Delaware City.
According to the application, the project represents an upgrade to existing operations and will help Valero Energy comply with the 1990 Clean Air Act Amendments to reduce the average sulfur content in its aggregate gasoline pool to 30 parts per million.
In the application, Premcor proposes to modify the existing refining unit and install new ancillary equipment that will provide greater flexibility of operation to meet the 30 parts per million specification. The total gasoline production at the refinery will not increase – the only increase is in the portion of gasoline produced that meets the low sulfur gasoline specifications.
The application can also be inspected at DNREC offices at 89 Kings Highway, Dover; the Air Quality Management Offices, 715 Grantham Lane in New Castle; and at three public libraries, the Hockessin Public Library, 1023 Valley Road, Hockessin; Delaware City Library, 250 Fifth St., Delaware City; and the Wilmington Public Library, 10th & Market St., Wilmington.
