Public Hearing to Be Held April 30 on Coastal Zone Act Permit Application for Valero Refinery at Delaware City
The Department of Natural Resources and Environmental Control will conduct a public hearing for the Premcor Refining Group’s application for a Coastal Zone Act Permit at 6 p.m. Wednesday, April 30 at the Delaware City Public Library, 250 5th Street, Delaware City.
Premcor Refining Group, Inc., a subsidiary of Valero Energy Corporation, submitted an application on Jan. 2, 2008 for the installation of pollution control equipment in the fluid catalytic cracking unit at its Delaware City refinery to reduce nitrogen oxide emissions. The application is considered to be preliminarily, administratively complete and sufficient to proceed to public hearing.
In July 2006, DNREC and Premcor reached a settlement of pending permit appeal and alleged violations that will ultimately result in substantial reductions of nitrogen oxide emissions. This application is a pollution control project that is a result of this settlement agreement and will not increase production or capacity at the refinery.
In the application, Premcor proposes the addition of Wet Gas Scrubbing Plus technology downstream of the existing wet gas scrubber to achieve a reduction of 512.5 tons per year in nitrogen oxide emissions. This reduction of air emissions is used to offset the resultant 33 tons per year of nitrates which would be added to their wastewater discharge.

The application may also be inspected at DNREC offices at 89 Kings Highway, Dover; DNREC Air Quality Management Offices, 715 Grantham Lane, New Castle; and at three public libraries, the Hockessin Public Library (temporary), 7259 Lancaster Pike, Hockessin; Delaware City Library, 250 Fifth St., Delaware City; and the Wilmington Public Library, 10th & Market St., Wilmington.
