DNREC Environmental Protection Officers on patrol on Jan. 5 arrested two men after they observed the men throwing two sand and water-filled fiberglass cylinders out of a pickup truck at the intersection of Bowers and Marsh streets in Wilmington.
The two men told the officers that they were involved in metal recycling and had attempted to turn in the cylinders for money, but they were rejected because they were not metal.

Jervey was issued a criminal summons and released, after cleaning up the cylinders. Maddox was also issued a criminal summons, and then taken into custody on capiases out of New Castle County Family Court and Justice of the Peace Court 11.
