Tier II reports in Delaware can be submitted on-line using Tier II Manager™. The system is accessible through the Internet using typical Web browsers, and no special software is necessary. Facilities that have previously reported will not need to re-enter all their data. Instead, they can update and submit using their previous data already loaded in the system. Tier II Manager™ also offers the option to pay fees on-line by a variety of methods. For those that do not wish to report or pay on-line, the traditional forms of reporting and payment are still available. However, we strongly urge facilities to use the on-line reporting system. With Tier II Manager™, updated information submitted by facilities can be viewed immediately by emergency planners and responders, avoiding delays associated with processing of paper forms. In addition, the system has built in edit checks, to help avoid common errors.

Tier II online reporting instructions are available. These instructions explain the reporting requirements, and provide basic step by step instructions for accessing Tier II Manager, updating your facility and chemical data, and submitting a Tier II report.
Although this will not apply to most facilities, a separate set of step by step instructions are available for entering data for a new facility. Unless the facility is brand new, please contact the EPCRA Reporting Program prior to entering a new facility in the system. This will allow us to ensure the facility was not already entered into the system by a previous owner or contact. If so, we can link you to the previous facility data rather than adding the facility as a new site.
