The Division of Air Quality is responsible for all things related to Delaware’s outdoor air quality – from monitoring air to issuing permits for everything from burning farm fields to stack emissions from industrial facilities. The Section is composed of three branches: Air Surveillance; Engineering and Compliance; and Planning. The Air Surveillance Branch monitors both ambient air quality and emissions to the air from specific sources. Ambient, or general outdoor, air quality is monitored at nine locations throughout the state. Source monitoring includes all end-of-pipe air emissions, including motor vehicle exhaust, generators and dry cleaners in addition to industrial smoke stacks.

The Engineering and Compliance Branch staff write permits, inspects facilities and takes enforcement actions when permits are violated. Any industrial/commercial activity that releases greater than 0.2 pounds per hour of contaminants into the air must register or obtain a permit from this branch.

The Planning Branch has both a planning and a regulatory role. This branch writes all of Delaware’s air quality regulations, prepares federally-required State Implementation Plans, prepares Delaware’s emission inventory and regulates open burning, mobile source emissions and the removal of asbestos.

The Planning Branch is also located in both the Grantham Lane Office in New Castle and the Blue Hen Corporate Center  in Dover.
