On-road mobile emissions were calculated by using an EPA mobile model, which works on emission factors for all types of registered highway motor vehicles. Delaware-specific information—such as vehicle registration data and vehicle speeds on Delaware highways—is fed into the model. Total vehicle emissions is calculated by using the emission factors from the model and multiplying them by the vehicle miles traveled (VMT) for the evaluation year. VMT information is provided by the Delaware Department of Transportation.

Non-road mobile sources represent a large and diverse set of off-road vehicles and non-stationary equipment. Emission estimates for this source sector account for exhaust emissions from engine fuel combustion and evaporative VOC emissions. Evaporative emissions are associated with equipment fuel tanks, fuel lines, and refueling of non-road equipment using portable fuel containers. Emission estimates for commercial marine vessels, locomotives, and airplanes were based on statewide activity data and calculated using EPA approved emission factors.
