The purpose of this revision is to reduce the allowable content of sulfur in fuel oils being combusted in all three counties in Delaware and to extend the maximum sulfur in fuel requirement currently applicable to New Castle County to the whole state. The proposed effective date of the new lower sulfur content limits is April 2015. Use of fuel oils with lower sulfur contents will effectively reduce emissions of sulfur dioxide (SO2) into the atmosphere. Such emission reductions will aid in the attainment and maintenance of Delaware’s air quality relative to SO2 and fine particulate matter (PM2.5) National Ambient Air Quality Standards (NAAQS). The reductions will also reduce acid rain, and will aid in reaching visibility goals of the federal regional haze program. Other North-East and Mid-Atlantic States are adopting similar low-sulfur fuel regulations.
