Brownfields Revolving Loan Fund (BRLF): Under a grant provided by the EPA, SIRS manages Delaware BRLF. This fund gives loans to prospective Brownfield Developers for allowable remedial costs on Brownfield certified properties. Hazardous Substance Site Cleanup Loan Program (HSSCLP): Funded by the Delaware Water Pollution Control State Revolving Fund (SRF), the HSSCLP was established to provide financing to owners of potentially contaminated properties to complete environmental investigations and to remediate contamination. Only work that is directly related to improving, restoring or protecting groundwater, surface water or sediment quality is eligible for financing under the HSSCLP. Hazardous Substance Cleanup Act Brownfield Grants (HSCA Brownfield Grants): Funded by the HSCA on a State financial year (July 1st to June 30th), Brownfield Developers are eligible for this investigation and remedial grant on certified Brownfield properties. Funding will be prioritized per the HSCA Policy on Brownfields Grants, and will be distributed on a “first come - first served” basis.
