The Delaware Clean Vehicle Rebate Program

The purpose of the clean vehicle program is to provide incentives for Delawareans to purchase a new, leased, or retrofitted alternatively fueled vehicle. The Clean Vehicle Rebate Program has committed an initial sum of $330,000 to the deployment of alternatively fueled vehicles in the State of Delaware. This program will encourage Delawareans and Delaware fleets to adopt and deploy alternative fueled vehicles. This program complements the Delaware Electric Vehicle Charging Equipment Rebate Program which provides rebates for electric vehicle chargers (Level 1 and 2).

Rebates are available for qualifying vehicles as follow (See vehicle eligiblity requirements for specifics, applicants are responsible for ensuring compliance with the program. For more information on vehicles that may be eligible for the program please visit www.fueleconomy.gov).
Purchase or Lease of a new Plug-in Hybrid (i.e the Chevy Volt, etc.) or a Battery Electric Vehicle (i.e. the Nissan Leaf, etc.) Rebate: $2,200 toward the purchase or lease of a new qualified electric vehicle. To qualify for the $2,200 rebate the vehicle must be able to accept an electric charge from an outside source (i.e. an EV charging station) which powers an internal battery in the vehicle.
Retrofitted Electric Vehicle Rebate: $1,100 towards retrofitting an internal combustion engine into a dedicated electric vehicle.
New, Leased or Retrofitted Dedicated Propane (LPG) Vehicle Rebate: $1,100 towards the purchase, lease or retrofit of a qualified dedicated propane fueled vehicle.
New, Leased or Retrofitted Dedicated Compressed Natural Gas (CNG) Vehicle Rebate: $1,100 towards the purchase, lease or retrofit of a qualified dedicated compressed natural gas fueled vehicle.
Apply for a Rebate
To apply for a Clean Vehicle Rebate please download an application and submit the completed application via email to DNREC.Transportation@state.de.us or via mail to The Delaware Division of Energy and Climate, 100 W. Water Street, Suite 5A, Dover, Delaware, 19904. Applications must be signed by both the purchaser and a dealer represenative. The applicant is responsible for ensuring that all documentation is complete. The list of participating dealers is below, please click on their name to visit their website.

*NOTE: You do not need to purchase a vehicle from a participating dealership to qualify for a rebate. Participating dealers, however, are able to roll your rebate into your monthly lease or financing. For more information, please visit our FAQ page or contact one of the participating dealerships.
Applicants must be:
A Delaware resident or,
A business, non-profit, and/or organization with a physical address and presence in the State of Delaware or,
A State agency or department, muncipal government, and/or county government in the State of Delaware.

Tax Status of Vehicle Rebates
The Delaware Controller General’s Office has determined that, based on IRS rules, this State rebate may be considered taxable income related to the recipient. Therefore, a Form 1099-G will be issued for vouchers received through the Clean Vehicle Rebate Program. For more information please consult your tax professional. All rebate applicants MUST submit a W-9 form online. The link to the State of Delaware W-9 online page is https://w9.accounting.delaware.gov/W9form.aspx.
