The Delaware Clean Vehicle Rebate Program  
For new vehicles purchased or leased between Nov. 1, 2016 and June 30, 2018         

NOTE: Due to the end of the 2017 fiscal year, the State of Delaware is unable to release rebate payments from June 13 through July 10. DNREC still encourages you to submit rebates for vehicles during this time, but to be aware that payment may be delayed and take longer than the typical 6-8 week processing time.



The purpose of the Clean Vehicle Rebate Program is to provide incentives for Delawareans and Delaware businesses to purchase or lease new alternative fuel vehicles. This program encourages the deployment of electric, natural gas, and propane  powered vehicles and is aligned with Delaware’s commitment to innovation in the transportation sector, reducing greenhouse gases, and improving Delaware’s air quality.  To view a map of the current public charging stations in Delaware, please click here.

This program complements the Delaware Electric Vehicle Charging Equipment Rebate Program which provides rebates for Level 2 electric vehicle charging stations.

This rebate program is for passenger vehicles (class 1-6) only. For class 7 and 8 vehicles, please see the Heavy Duty Vehicle Program. Fleets are limited to six vehicle rebates, while individuals are limited to one vehicle rebate.

Required Documentation  

To be eligible for a rebate under this program, the vehicle must be new.

Applicants should consult and use the "Step by Step Guide" to ensure that all required information has been submitted.

All applicants are required to submit the following documentation:

  • A complete Clean Vehicle Rebate application.
  • A proof of residency or operation in the State of Delaware.
    • A copy of the applicant's driver's license or,
    • A copy of a Military proof of service letter or,
    • A copy of the applicant's Delaware business license.
  • A copy of the sale's slip or lease agreement.

Apply for a Rebate

To apply for a Clean Vehicle Rebate please download an application and submit the completed application via email to or via mail to The Delaware Division of Energy and Climate, 100 W. Water Street, Suite 5A, Dover, DE 19904. Applications must be signed by both the purchaser and a dealer representative. The applicant is responsible for ensuring that all documentation is complete. 

Vehicles must be purchased between Nov. 1, 2016 and June 30, 2018 to qualify for a rebate under this program. For vehicles purchased between July 15, 2015 and Oct. 31, 2016, please click here.

Fleets are limited to six vehicle rebates, while individuals are limited to one vehicle rebate.

There are two ways to receive a vehicle rebate: Through a participating dealership or individually.

Taxability of Vehicle Rebates

In order for applicants to receive a rebate, the applicant MUST submit a W-9 form ONLINE. Any W-9 forms submitted with an application will be shredded immediately. The link to the State of Delaware W-9 online page is Applications will not be processed without this documentation.

Rebates may be considered taxable income by the IRS. Please consult your tax professional.
