The Delaware Renewable Portfolio Standard (RPS) was created because the benefits of electricity from renewable energy resources accrue to the public at large, and electric suppliers and consumers share an obligation to develop a minimum level of these resources in the electric supply portfolio of the State. This page aims to inform Delawareans of the current rules and policy regarding the Renewable Portfolio Standard.
The Delaware Public Service Commission (PSC) maintains all rules, regulations, and data tracking regarding the Delaware Renewable Portfolio Standard.
For installed renewable energy systems that comply with the Delaware Renewable Portfolio Standard as an eligible energy resource your system must become certified in order to sell renewable energy credits. A certification application and instructions for submission are provided below. Completed applications must be submitted to the PSC per the application instructions.
Once certified you may input your monthly generation totals (kilowatt-hours) in the PJM-GATS System. PJM-GATS (for Generation Attribute Tracking System) tracks generation attributes and the ownership of the attributes as they are traded or used to meet government standards.
