Delaware's Pollution Prevention (P2) Program

Need help with environmental permits? Or are you a small business concerned about environmental compliance? Perhaps you want free confidential advice on how to reduce waste generation and improve profitability? How about confidential help in answering any of the above questions? If so, you'll want to call DNREC’s Pollution Prevention and Compliance Assistance Program (P2/CA).

The Pollution Prevention Program was established in DNREC by Delaware's General Assembly in 1990 as a non-regulatory program to provide assistance to businesses and industrial facilities in identifying and implementing waste reduction opportunities.

P2 Guide

The most effective way to minimize losses associated with waste is to avoid producing the waste in the first place. That's the concept behind DNREC's P2 Program, which has produced a series of guides linked below to assist businesses in reducing their losses while at the same time helping to improve the environment.

The Pollution Prevention Program promotes movement to the top of the Waste Management Hierarchy, from managing waste to reducing or eliminating waste generation:

Changes in waste management practices to source reduction/pollution prevention approaches often result not only in environmental benefits, but economic benefits as well.

If waste is not generated, there are no costs involved in handling or disposing of it. Investments in source reduction are often recouped through reduced waste management costs in addition to potential process and product improvements.

The Pollution Prevention Program provides non-regulatory assistance to businesses and industrial facilities in identifying and implementing cost effective waste reduction opportunities. Services provided include:

    • On-site Waste Reduction Technical Assistance
    • Pollution Prevention Industry Roundtable
    • Pollution Prevention guides and manuals
    • Waste Reduction Technical Library

    Presentations

Pollution Prevention Program staff are available to give presentations and lectures on pollution prevention for employees, business groups, as well as school, civic and government groups.

Small business and Clean Air Act

The Small Business Assistance Program helps small businesses understand and comply with the requirements of the Clean Air Act. The small business Ombudsman is the initial contact within this non-regulatory program which offers:

    • Industry specific compliance information
    • On-site visits to determine compliance status and if necessary, a plan of action to achieve compliance
    • Input at the legislative level on matters that impact small business.
