2013 Statewide Comprehensive Outdoor Recreation Plan


 

Delaware Outdoors: Building an Outdoor Legacy, Delaware’s Statewide Comprehensive Outdoor Recreation Plan (SCORP), is a planning and policy document that identifies needs in outdoor recreation throughout the state of Delaware.  Identification of these needs guides the investment of funding for outdoor recreation, specifically in the distribution of Land and Water Conservation Funds (LWCF) and Delaware Trust Funds, as well as other public and private funds. In order to remain eligible to receive LWCF grants, states are required by the Land and Water Conservation Fund Act, through administration by the Department of Interior, National Park Service, to develop a SCORP every five years.

Delaware Outdoors was developed with input through a public telephone survey of Delawareans, as well as consultations with organizations and experts that are committed to quality outdoor experiences, healthy lifestyles, tourism and child advocacy. Increasing access to our recreation infrastructure, addressing the health benefits of outdoor recreation, including efforts to build more interconnected trails and pathways, reconnecting children with their natural world and protecting our important natural spaces, this SCORP lays out a broad vision for outdoor recreation in Delaware.

Identifies the importance of outdoor spaces in reconnecting children with the outdoors.

Chapter 4C - Accessible Recreation
Supports implementing and maintaining services that are high quality, inclusive and accessible to all.

Chapter 4D- Statewide Trails and Pathways Initiative
Recognizes the need to make Delaware walkable and bikable by creating a network of multi-use bicycle and pedestrian trails and pathways.  

Chapter 4E - Partnerships for Conservation, Recreation and Tourism
Delivering responsible access to natural and historical spaces while conserving the environment and improving local economies.

Chapter 4F- Protecting Lands for Conservation and Recreation
Stresses the importance of maintianing and enhancing an interconnected network of natural spaces, parks and conservation lands. Chapter 4F also includes a report from Delaware’s Open Space Program.
