The Department of Natural Resources and Environmental Control (DNREC) - Division of Waste and Hazardous Substances -Tank Management Section (TMS) formed the UST Advisory Committee (USTAC) in 2016 to guide development of the Draft Amendments to the Underground Storage Tank (UST) regulations; and provide input and advice regarding other requirements relating to DNREC's UST Program. With the assistance of the USTAC, the objective is to include federally-mandated changes, as well as any other changes that would facilitate regulation, operation, maintenance and closure of regulated USTs. The USTAC will also help integrate best management practices. The Tank Management Section will rely on the USTAC to represent both private industry and public interests for the UST Program. DNREC received written comments on the UST regulations from USTAC members and submitted a draft of the changes to the U.S. EPA, dated August 10, 2017. This most recent version of draft changes to the UST regulations can be found here. The Department is also maintaining a comprehensive list of changes in a spreadsheet here.
DNREC has also scheduled the next two USTAC meetings for Thursday, Nov. 16, 2017 and Wednesday, Jan. 24 2018, both from 10:00 AM to 3:00 PM. The meetings will be held at DNREC’s New Castle Office located at 391 Lukens Drive, New Castle, 19720. The Nov. 16, 2017 meeting will include discussion of DNREC’s responses to the USTAC’s written comments. The Jan. 24, 2018 meeting will include discussion of DNREC’s responses to EPA’s comments, which DNREC expects to receive in Dec. 2017.
