Since Delaware has not yet been able to meet air quality standards for Ozone, the State is required under the Clean Air Act to submit a comprehensive, accurate, current inventory of actual emissions of ozone precursors from all sources every three years, starting in 1993. Ozone precursors, or air pollutants that form ozone, are volatile organic compounds (VOCs), oxides of nitrogen (NOX), and carbon monoxide (CO). Facilities emitting these and other pollutants are required to submit their emissions annually under Air Regulation No. 17, Section 7.
