
The two men in the adjacent photo were caught in the act by TrashStoppers surveillance cameras as they illegally dumped bags of trash on North Hay Road near Wilmington. The owner of the vehicle appeared in court and pled guilty to improper
disposal of solid waste after refusing to name the men in the photo. He was fined and also given community service, for which he agreed to cleaning a stretch of the same road where the dumping occurred.
An eyewitness to the dumping incident alongside took down the vehicle's license plate number and telephoned DNREC's Environmental Crimes Unit (ECU). The toll-free number for reporting environmental complaints, including illegal dumping, is 1-800-662-8802.
The citizen making the complaint was particularly upset because Delmarva Power had just cleaned up that stretch of Hay Road as an Earth Day project.
"We've got TrashStoppers cameras all over the state, but vigilance by citizens can make Delaware's anti-trash dumping campaign much more effective," said Corporal Casey Fountain of the ECU. "The Department of Homeland Security encourages citizens, 'If you see something, say something.' We really want to drive home that same message for keeping Delaware clean by citizens helping to stop illegal dumping."
