Upcoming Air and Waste Related Hearings, Meetings & Events
March 13 – Regulation 24-Control of Volatile Organic Compound Emissions Workgroup will meet from 9:30 AM to 11:30 AM at the Air Quality Management Office located at 715 Grantham Lane in New Castle, Delaware. The workgroup is reviewing draft language to amend Regulation 24. The amendment will require the control of volatile organic compound emissions from lightering operations (usually, off-loading crude oil from ocean going vessels). March 14 – Regulation 1125-Requirements for Pre-Construction Review Regulatory Workgroup will meet from 10:00 AM to 12:00 PM at the DNREC field office located at 391 Lukens Drive in New Castle, Delaware. The workgroup meets every three weeks to review proposed revisions to Regulation 1125. March 17 – Brownfields Advisory Committee will meet from 9:00 AM to 12:30 PM at the DNREC field office located at 391 Lukens Drive in New Castle, Delaware. The committee provides input to DNREC regarding brownfields-related issues. March 28 – Public Hearing regarding the Proposed Plan of Remedial Action for the Justison Landing Redevelopment Project will begin at 6:00 PM at the AAA Riverfront Headquarters Building, located at One River Place in Wilmington, Delaware. The site is located south of West Street, between South Madison Street and the Christina Riverwalk in Wilmington, Delaware. DNREC scheduled a public hearing to address the remedial actions regarding the proposed plan. DNREC invites written and verbal comments regarding the proposed plan. The public comment period begins on March 6, 2006 and will close following the public hearing on March 28, 2006. April 1 – Household Hazardous Waste (HHW) Collection Event, on Saturday at the Delaware Solid Waste Authority's Pine Tree Corners Transfer Station in Townsend, 8:00 AM to 4:00 PM, rain or shine. The DSWA holds these events periodically at different locations throughout the state and the service is FREE to Delaware residents. Pine Tree Corners Transfer Station is located just east of Townsend on Road 25 (Pine Tree Road). The DSWA has additional information regarding household hazardous waste collection at www.dswa.com, or you may call their toll-free line at 1-800-404-7080.
April 6 – Information Workshop to Consider Adoption of Proposed Amendments to the Delaware Regulations Governing Hazardous Waste will be held on April 6, 2006, 10:00 AM to 12:00 noon, at the DNREC Richardson and Robbins Building, Auditorium, 89 Kings Highway, Dover, Delaware. April 27 - PLEASE SAVE THE DATE! The 2006 Brownfields Conference – “Sustainable Progress through Partnership” will be held at the Chase Center on the Riverfront (formerly Bank One Center) on April 27, 2006. This is an ideal opportunity to hear about DNREC’s new Brownfields Development Program. State and local officials will talk about the impact of Brownfields to our communities, and the advantages of Brownfields redevelopment. In addition, concurrent sessions will be available in the afternoon on the financial and technical aspects of developing Brownfields. AMENDED FINAL PLAN OF REMEDIAL ACTION FOR THE FORMER DRAPER KING COLE VEGETABLE CANNERY SITE Notice Start Date: 02/26/2006 Notice End Date: 03/18/2006
The former Draper King Cole Vegetable Cannery site is located on Chestnut Street in Milton, Delaware. The Dogfish Head Brewery is situated in one of the former cannery buildings. The purpose of the amended final plan was to modify the conditions of the original final plan of remedial action for the site, as request by the site's owner, Pintail Management, L.L.C. (formerly known as Cannery Village, L.L.C.). Since the issuance of the original final plan, Pintail Management has completed several remedial actions at the site, but requested that an amended final plan be issued to limit the area of the site that would require a deed restriction/environmental covenant.
The proposed plan, the amended proposed plan, the final plan and the amended final plan are available at the Milton Public Library or at the office of DNREC–SIRB, 391 Lukens Drive, New Castle, DE 19720. NOTIFICATION OF NEGOTIATIONS CONCERNING A VOLUNTARY CLEANUP PROGRAM AGREEMENT FOR THE SHIP'S TAVERN PARKING GARAGE SITE

DNREC issued a public notice on February 26th announcing the onset of negotiations concerning a voluntary cleanup program (VCP) agreement between DNREC and the Christina Gateway Corporation regarding the Ship's Tavern Parking Garage site. The site is located between 2nd and King Streets in Wilmington, Delaware. The proposed development is for a parking garage at the site which is currently a vacant paved area. PREMCOR SUBMITS APPLICATION TO BLEND ETHANOL IN GASOLINE

The Premcor Marketing Group, Inc. has submitted an application to blend ethanol in gasoline instead of the current practice of blending methyl tertiary butyl ether (MTBE) at the Delaware City Refinery. The Air Quality Management Section published a legal notice on Wednesday, March 1st, notifying the public of the availability of the application for review. As a result of the amendment, Premcor will modify a permit for an existing storage tank to store denatured ethanol prior to it being blended with gasoline at the marketing terminal.
The application may be inspected at the offices of the Air Quality Management Section, 156 S. State Street, Dover, DE 19901 and at 715 Grantham Lane, New Castle, DE 19720. Note that DNREC is currently educating gasoline station owners and operators on steps they should take to prepare selling gasoline that contains 10% ethanol (E10). Gas stations in Delaware are expected to start selling E10 as early as mid-April. More information on the use of ethanol in gasoline can be found at: /awm/Info/E10Home.htm.
New Faces
We are pleased to announce that Daniel Wood, our new DNREC Enforcement Officer Trainee at the Division, graduated at the end of January from a grueling twenty-week training program at the Delaware State Police Academy. Congratulations to Daniel and welcome to the Division!
We are also happy to announce that Emil Onuschak is BACK in the Tank Management Branch. As many of you know, Emil retired at the end of January, and we keenly felt his absence. He is now working part-time as a Hydrologist at the Branch, and we are most grateful! We are also pleased to have John Thomas back as a seasonal employee in Air Surveillance. John Thomas retired from his position as a Program Manager in the Air Quality Management Section in 2003.
In addition, Alex Hense has returned as a seasonal employee working with the Emergency Prevention and Response Branch. The Site Investigation and Restoration Branch also has a new seasonal employee, Melissa Leckie, who comes to us from Wilmington College.
Congratulations to Jim Faedtke for his recent promotion to DNREC Enforcement Officer IV, Full Performance. Congratulations also to Katie Bennett, of the Solid and Hazardous Waste Management Branch, for her promotion to Environmental Scientist II, and to Donna Alderucci, for her promotion to Administrative Specialist II in the Enforcement Section.
