Welcome to the DNREC-Division of Air and Waste Management’s first bimonthly electronic news update, the E-News Update! Ever wonder what’s going on with air pollution and hazardous waste cleanups? Or, how you can get involved to affect things? These are among the questions that the Division is trying to address with its new E-News Update. The update features current information on public meetings, workshops, hearings, and regulatory documents available for public comment. April 27 - PLEASE SAVE THE DATE! The 2006 Brownfields Conference – “Sustainable Progress through Partnership” will be held at the Chase Center on the Riverfront (formerly Bank One Center) on April 27, 2006. This is an ideal opportunity to hear about DNREC’s new Brownfields Development Program. State and local officials will talk about the impact of Brownfields to our communities, and the advantages of Brownfields redevelopment. In addition, concurrent sessions will be available in the afternoon on the financial and technical aspects of developing Brownfields. Site Cleanup Plans for Public Comment
PROPOSED PLAN OF REMEDIAL ACTION FOR THE SUSSEX MATERIAL SITE

DNREC’s Site Investigation and Restoration Branch submitted the Sussex Material Site proposed plan of remedial action for public notice. The approximately 8-acre site is located in the town of Milford, in Kent County. D&D Dismantling, Inc. formerly utilized the site as a temporary storage facility in the demolition of industrial plants, as well as a facility for solid waste recycling and disposal. Signed Consent Decrees for Public Comment
CONSENT DECREE FOR THE WILMINGTON COAL GAS-NORTH SITE

DNREC’s Site Investigation and Restoration Branch is requesting public comment regarding the Consent Decree for Settlement of the Wilmington Coal Gas – North Site. The 8.52 acre site is located at 221 South Madison Street in Wilmington, DE. DNREC signed the Consent Decree with the purchaser of the site, the Delaware Department of Transportation (DelDOT). The site is contaminated by constituents commonly associated with coal gas and plant operations (i.e., petroleum constituents and polycyclic aromatic hydrocarbons). CONSENT DECREE FOR THE BEECH STREET SITE

DNREC’s Site Investigation and Restoration Branch is requesting public comment regarding the Consent Decree for Settlement of the Beech Street Site. The site is approximately 13.7 acres in size and is located between Beech Street and Maryland Avenue in Wilmington, Delaware. DNREC signed the Consent Decree with the purchaser of the site, DelDOT and the owner of the site, E.I. DuPont de Nemours & Company (DuPont). Currently, the site is the location of the DuPont Engineering Services Division. Site soils contain polychlorinated biphenyls (PCBs), polycyclic aromatic hydrocarbons, total petroleum hydrocarbons and metals. Permit Applications for Public Comment
PERMIT APPLICATION FOR INDIAN RIVER POWER, LLC

Indian River Power, LLC has submitted applications, pursuant to Delaware Air Regulation No. 1102, Section 2.1, 11.2(i), and 12.3, updated January 11, 2006, for permit amendments to modify equipment so that sub-bituminous coal can be combusted in Units 1, 2, and 3 at the Indian River Generating Station in Millsboro, Delaware. Indian River Power, LLC requested limits for the heat input to Units 1, 2, and 3. These limits are necessary to restrict Indian River Power, LLC’s potential to emit air pollutants, and the limits will be enforceable by the EPA and the state. The "draft" permit may be inspected at the office of the Division of Air and Waste Management, 156 S. State Street, Dover, DE 19901, or 715 Grantham Lane, New Castle, DE 19720. New Rules and Regulations
DNREC Secretary John A. Hughes announced the recent adoption and publication of a new regulation governing stationary generator emissions and an amendment to Delaware's regulation which details air permitting requirements for stationary sources of these emissions. The regulations have an effective date of January 11, 2006, 10 days after publication of the final regulations in the January Register of Regulations. The new regulation and amendments will help improve Delaware’s ambient air quality in various ways: the regulation establishes operating requirements, fuel sulfur content limits, and record-keeping requirements for stationary generators. Brownfields News
A $141,764 Brownfields Job Training Grant was awarded by the U.S. Environmental Protection Agency (EPA) to provide training for cleanup activities in Wilmington. The EPA selected DNREC’s Site Investigation and Restoration Branch to receive the grant funding that will provide job training funds for Wilmington’s inner-city residents. The grant award of $141,764 will provide residents of communities, potentially affected by brownfields properties, with the skills and training needed to effectively gain employment in assessment and cleanup activities associated with brownfields redevelopment and environmental remediation.

New Faces
Many new faces have been added to the Division in 2006. In the Site Investigation and Restoration Branch, we are happy to announce the following new staff: John Cargill (Environmental Scientist), Todd Keyser (Hydrogeologist), Robert Newsome (Public Information Officer), Morgan Price (Environmental Scientist) and Wendy March (Environmental Scientist).
In the Tank Management Branch, Robert Underwood has joined the staff in 2006 as an Environmental Scientist. Frank Gavas, formerly of the Tank Management Branch is now an Environmental Scientist with the Solid and Hazardous Waste Management Branch. Emil Onuschak, the State’s only and most esteemed Hydrogeologist V, has retired, but will be coming back to work part-time at the Branch in the near future.
In addition, Tracy Sargent has joined the Division in 2006 as an Administrative Specialist supporting both the Director’s office and the Emergency Prevention and Response Branch. Bob Clausen is back on staff working as a Planner IV for the Air Quality Management Section Planning Branch.
