Delaware City Refinery – Valero is in the process of restarting its Delaware city refinery. Feed was introduced to the fluid catalytic cracking unit on April 30, 2009. Remaining unit operations will be brought back on line over the next several days. Open Burning Prohibited May 1 – September 30 to Protect Public Health - DNREC reminds Delawareans that open burning is prohibited statewide from May 1 through September 30 to protect public health. The only exceptions to Delaware’s open burning ban are cooking fires (BBQs), recreational campfires and ceremonial fires. Public Asked to Report Sick or Dead Wild Birds to State for 2009 West Nile Virus Monitoring. The Department of Natural Resources and Environmental Control's Mosquito Control Section is again asking the public’s help in monitoring West Nile virus by reporting sick or dead wild birds that may have contracted the virus, a mosquito-borne disease of considerable concern to human health and unvaccinated horses. Beginning Tuesday, April 28, Mosquito Control requests that the public report only sick or dead crows, blue jays, cardinals, robins and hawks or owls, plus clusters of five or more sick or dead wild birds of any species. Specimens should appear to have been dead for less than 24 hours and not killed by other obvious causes. DNREC Offers Rain Barrels at Discount Price to Delaware Residents as part of its comprehensive water conservation plan, the DNREC Division of Soil and Water Conservation is offering rain barrels at a discounted price to residents of Delaware. Having a rain barrel provides an innovative way to capture rainwater from your roof and store it for later use. Water collected from rain barrels can be used to wash cars and to water lawns, gardens and indoor plants. Regular retail price for these heavy duty plastic barrels is $119. However, by purchasing the barrels at a quantity discount, the Nonpoint Source Program can offer them for $66 each. May Meetings of the Local Emergency Planning Committees (LEPCs) – The LEPCs were appointed by the Delaware State Emergency Response Commission. The LEPC provides a forum for interaction and information sharing among businesses, government officials, emergency organizations, and the public. BROWNFIELDS DEVELOPMENT PROGRAM – The Division’s Brownfields Development Program encourages the cleanup and redevelopment of vacant, abandoned or underutilized properties which may be contaminated. A party seeking to develop such a property negotiates with the Division's Site Investigation and Restoration Branch (SIRB) for a Brownfields Development Agreement (BDA) or a Brownfields Voluntary Cleanup Program (VCP) Agreement to perform an investigation and, if necessary, a remedial action or remedy, for the purpose of addressing the risks posed by past releases of hazardous substances at these sites.
