Delaware City Refinery – Valero has restarted most unit operations at reduced rates at its Delaware city refinery including the Crude and Fluid Catalytic Cracking units. Delawareans urged to keep an eye on daily air quality forecast - Sunny days and hot temperatures combined with emissions from autos, industry and other sources can result in ground-level ozone pollution that can be harmful to your health. DNREC’s Air Quality Management Section urges Delawareans to keep an eye on the daily air quality forecast this summer and take steps when ozone reaches unhealthy levels. June 4 – Public Hearing for Southern Solid Waste Management Center (SSWMC), Delaware Solid Waste Authority (DSWA) Application for Major Modification to Solid Waste Permit SW-00/01 - The facility requests to construct and operate a new Cell 5 (29.4-acre) on a site adjacent to the existing Cell 3 and Cell 4 for the continued disposal of solid waste. DSWA estimates that the existing landfill capacity will be reached in early 2012 and the proposed permit major modification would provide sufficient disposal capacity for an additional 8.25 years. INTENT TO ISSUE MOTIVA ENTERPRISES, LLC A POST-CLOSURE CARE PERMIT - Pursuant to 7 Del. C., Chapters 60 and 63, and the Delaware Regulations Governing Hazardous Waste, the SHWMB has made a preliminary decision to issue a Post-Closure Care Permit for a CPI Surge Basin to Motiva Enterprises, LLC located at 2000 Wrangle Hill Road Delaware City, Delaware 19706. Motiva has applied for a post-closure care permit renewal to continue the groundwater monitoring program and maintenance of the well network. DNREC has made the tentative decision to issue the Post-Closure Care Permit. BROWNFIELDS DEVELOPMENT PROGRAM – The Division’s Brownfields Development Program encourages the cleanup and redevelopment of vacant, abandoned or underutilized properties which may be contaminated. A party seeking to develop such a property negotiates with the Division's Site Investigation and Restoration Branch (SIRB) for a Brownfields Development Agreement (BDA) or a Brownfields Voluntary Cleanup Program (VCP) Agreement to perform an investigation and, if necessary, a remedial action or remedy, for the purpose of addressing the risks posed by past releases of hazardous substances at these sites. Based on the data and certifications contained in the applications, the Air Quality Management Section concludes that the applicants meet all applicable requirements promulgated by the Environmental Protection Agency (EPA) and DNREC. Therefore, “draft/proposed” permit renewals have been prepared. The “draft/proposed” permit renewals are being submitted to EPA for concurrent processing. If there are no significant comments, the “draft/proposed” permit renewals will be issued as final permits after expiration of the EPA review period. Clariant Corporation- Masterbatches Division, requests a construction permit to construct a central vacuum system at their Sussex County facility. The central vacuum system has the potential to emit (PTE) 4.9 tons per year PM2.5.

The Delaware Solid Waste Authority (DSWA) requests a construction permit to allow continued expansion of the existing landfill gas management system in Cell 4 at their Georgetown facility. The air permit application proposes the continuation of the existing landfill gas management system in Cell 4 and includes the addition of eight vertical and two horizontal wells to provide continuous landfill gas collection throughout the life of the landfill.
