Delawareans urged to keep an eye on daily air quality forecast - Sunny days and hot temperatures combined with emissions from autos, industry and other sources can result in ground-level ozone pollution that can be harmful to your health. DNREC’s Air Quality Management Section urges Delawareans to keep an eye on the daily air quality forecast this summer and take steps when ozone reaches unhealthy levels. June 4 – Public Hearing for Southern Solid Waste Management Center (SSWMC), Delaware Solid Waste Authority (DSWA) Application for Major Modification to Solid Waste Permit SW-00/01 - The facility requests to construct and operate a new Cell 5 (29.4-acre) on a site adjacent to the existing Cell 3 and Cell 4 for the continued disposal of solid waste. DSWA estimates that the existing landfill capacity will be reached in early 2012 and the proposed permit major modification would provide sufficient disposal capacity for an additional 8.25 years. June 4 - Amendments to the Delaware Regulations Governing Solid Waste: Regulatory Informational Workshop – The Solid Hazardous Waste Management Branch will conduct a regulatory informational workshop to present proposed amendments to the Delaware Regulations Governing Solid Waste (DRGSW). The workshop will take place at the Richardson and Robbins Auditorium, 89 Kings Highway, Dover, DE 19901. June 9 – Public Workshop for Regulation No. 1138 - Emission Standards for Hazardous Air Pollutants for Source Categories – The Air Quality Management Section will conduct a public workshop on a planned adoption of a new air toxics standard into Regulation No. 1138.  This adoption may impact any owner or operator of plating or polishing operations that uses or emits compounds of cadmium, chromium, lead, manganese or nickel. June 13 - Volunteers needed for June 13 Inland Bays Cleanup from 9 a.m. - 2 p.m. This year the cleanup will begin at the Massey’s Landing Public Boat Ramp at the end of Long Neck Road and concentrate on the Rehoboth Bay and Indian River Bay areas. A number of local businesses are donating money, food and equipment such as dumpsters. Volunteers who can bring shallow draft boats are also encouraged.  For more information, please contact Capt. PROPOSED PLAN OF REMEDIAL ACTION FOR THE MILTON RAIL TO TRAIL PHASE ONE SITE – The Site Investigation and Restoration Branch invites public comment on a proposal to clean up the Milton Rail to Trail Phase One between Chestnut and Federal Streets in Milton, Del. CENTRAL SOLID WASTE MANAGEMENT CENTER, DELAWARE SOLID WASTE AUTHORITY (DSWA) APPLICATION TO CONSTRUCT AND OPERATE A NEW 59.7 ACRE LANDFILL CELL -  The facility requests to construct and operate a 59.7 acre landfill cell (Area F) directly adjacent to the existing municipal solid waste landfill cells; Areas C, D, and E. Area F is to be constructed in two separate phases and will include systems for the collection and management of leachate, and landfill gas. Other facility environmental controls and practices will be consistent with current facility operations. INTENT TO ISSUE MOTIVA ENTERPRISES, LLC A POST-CLOSURE CARE PERMIT - Pursuant to 7 Del. C., Chapters 60 and 63, and the Delaware Regulations Governing Hazardous Waste, the Solid Hazardous Waste Management Branch has made a preliminary decision to issue a Post-Closure Care Permit for a CPI Surge Basin to Motiva Enterprises, LLC located at 2000 Wrangle Hill Road Delaware City, Delaware 19706. Motiva has applied for a post-closure care permit renewal to continue the groundwater monitoring program and maintenance of the well network. SOLID HAZARDOUS WASTE MANAGEMENT PERMITTING PROGRAM – The Solid Hazardous Waste Management Branch hereby gives notice that a permit application has been received from the following companies to transport regulated RCRA hazardous and/or non-hazardous solid wastes in, out of, or through the State of Delaware. The applications may be inspected by appointment from 8 a.m. - 4:30 p.m. Monday through Friday at the offices of DNREC. AIR QUALITY MANAGEMENT PERMITTING PROGRAM – Notice has been given that the facilities listed below have submitted applications for air quality management permits. The applications, the “draft/proposed” permits, all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy of summary of other materials, if any, considered in preparing the “draft/proposed” permit may be inspected at the offices of the Division of Air and Waste Management, 156 S. State Street, Dover, Delaware and 715 Grantham Lane, New Castle, Delaware.  To submit comments, for additional information or for an appointment to inspect the application, please contact Joanna Austin at the Dover Office at 739-9402.

TITLE V SYNTHETIC MINOR PERMIT APPLICATIONS - Independence Construction Materials (ICM) of Delaware, Inc. - Cheswold has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2(i), and 12.3 for an amendment to allow up to 7% manufacturer’s waste asphalt shingles in conjunction with up to 28% recycled asphalt paving (RAP) at 440 Twin Oaks Road, Dover, Delaware. TITLE V PERMIT MODIFICATION APPLICATION –  Printpack, Inc. having a facility at River Road and Grantham Lane, New Castle, Delaware, has submitted a request for significant permit modification pursuant to 7 DE Admin. Code 1130, Section 7 for operating permit: AQM-003/00093-Renewal1 Revision 3. A public hearing concerning the permitting action will not be held unless the Secretary of DNREC receives a request for a hearing by June 24, 2009. FEDERALLY ENFORCEABLE 7 DE ADMIN. CODE 1102 APPLICATIONS - DuPont Wilmington Office Building having a facility at 1007 Market Street Wilmington, has requested a federally enforceable 7 DE Admin. Code 1102 construction permit to modify the boilers to allow the boilers to operate on No. 2 fuel oil and natural gas. A public hearing on the above application will not be held unless the Secretary of DNREC receives a request for a hearing by June 23, 2009. TITLE V PERMIT RENEWAL APPLICATIONS - Notice has been given that the facilities listed below have applied for Title V Renewal permit. The applications, the “draft/proposed” permit renewals, all materials that the applicants have submitted (other than those granted confidential treatment under DNREC rules), and a copy of summary of other materials, if any, considered in preparing the “draft/proposed” permit renewals may be reviewed at the office of the Division of Air and Waste Management, 156 S. State Street, Dover, Delaware, or 715 Grantham Lane, NewCastle, Delaware. Based on the data and certifications contained in the applications, the Air Quality Management Section concludes that the applicants meet all applicable requirements promulgated by the Environmental Protection Agency (EPA) and DNREC. Therefore, “draft/proposed” permit renewals have been prepared. The “draft/proposed” permit renewals are being submitted to EPA for concurrent processing. If there are no significant comments, the “draft/proposed” permit renewals will be issued as final permits after expiration of the EPA review period.
