The Recycling Public Advisory Council (RPAC):
Provides advice and recommendations to DNREC and the DSWA on all aspects of recycling
- Advises DNREC in recycling grant and loan development, and selection of recipients
- Develops and maintains a methodology for measuring recycling rates
- Reports to the Governor and the General Assembly on the annual status of recycling activities in Delaware

About RPAC
The Recycling Public Advisory Council was officially established by Senate Bill 234 (7 Del. C., §6058) which was signed on June 8, 2010. An older Recycling Public Advisory Council existed previously and laid the groundwork for the new council. The older RPAC was originally established by Governor Tom Carper’s Executive Order 82 in 2000. The RPAC was then re-established in September 2006 by Governor Ruth Ann Minner’s Executive Order No. 90.
