Purpose

This web page was created to provide information regarding activities of the SCR 28 workgroup.  

This webpage will contain meeting dates, times, and locations as well as downloadable meeting agendas and handouts.  Meeting minutes from past meetings will also be posted after each meeting.  These materials and the webpage will remain until legislation approving the results of the workgroup is signed into law.

Background

On June 30, 2007, the General Assembly passed Senate Concurrent Resolution #28 calling on the Secretary of the Department of Natural Resources and Environmental Control (DNREC) to convene a workgroup to consider the sale of CO2 allowances under the Regional Greenhouse Gas Initiative (RGGI) and the use of potential revenue stemming from such allowance sales.

The Workgroup is tasked to study the RGGI Memorandum of Understanding, analyze the actions of other RGGI states, and consider and recommend the best course of action for Delaware, noting particularly the quantity of allowances to be auctioned and the potential for use of any revenue to further the goals of the Sustainable Energy Utility or such other goals the Workgroup may consider and that are consistent with the RGGI MOU.

The Workgroup is to complete its work and report back to the General Assembly by December 31, 2007. Such report shall include proposed legislation that will address whether, and in what amount, allowances should be auctioned and the use of such auction revenues.
