Delaware webpage for the Brownfields Conference (May 15-17, Atlanta, Ga.)
In 2004, the Brownfields Development Program was signed into law. Delaware’s Brownfield Development Program encourages the cleanup and redevelopment of vacant, abandoned or underutilized properties which may be contaminated and welcomes your application for brownfield certification. A party seeking to develop such a property negotiates with SIRS for a Brownfields Development Agreement (BDA) to perform an investigation and, if necessary, a remedial action or remedy, for the purpose of addressing the risks posed by past releases of hazardous substances at these sites. A BDA is only available to parties that are not current site owners. The Voluntary Cleanup Program will continue for site owners.
Financial assistance is available to eligible parties in the form of Brownfield Grants funded by HSCA and the Brownfield Revolving Loan Fund. Both help eligible borrowers pay for the cleanup of brownfields. Please refer to SIRS Loans and Grants for more information.
To date, DNREC has certified over 100 sites as brownfields and has successfully remediated many of these sites. A study was recently conducted by the University of Delaware to quantify the significant economic benefit of the brownfields program. You may read more about the study in a press release, and will also find the brownfields study online.
The Brownfields Advisory Committee (BAC) represents the public and community interest in Delaware’s Brownfield Program by providing advice and assistance to DNREC’s Division of Waste & Hazardous Substances. The BAC is comprised of consultants, developers, local business men and women, and representatives from the Division of Waste & Hazardous Substances. Please see the BAC webpage for more information. Visit the new Delaware Brownfields Marketplace! The Marketplace is an interactive database that contains a list of market-ready brownfield sites available for redevelopment in Delaware. The inventory is designed to make it easier for potential buyers and developers to locate available brownfield properties. Brownfields property owners may also submit their properties for potential listing on the Marketplace.
