Delaware City Refining Corporation National Pollutant Discharge Elimination System (NPDES) permit information page
The Delaware City Refining Corporation LLC (DCRC) applied for reissuance of its National Pollutant Discharge Elimination System (NPDES) permit to discharge cooling water, treated process wastewater, and storm water from its Delaware City refinery and power plant to the Delaware River at River Mile 60. Upon review of this application and in accordance with applicable regulations, DNREC proposed to reissue a NPDES permit subject to certain effluent discharge limitations, monitoring requirements and other terms and conditions identified in the draft permit. The Department published public notice of this application and draft permit and received public comments during the public comment period. The Department determined that the public interest warranted holding a public hearing on the application and draft permit prepared, pursuant to Section 6.12 of Department Regulation 7201, 7 DE Admin Code 7201, to develop the record with the benefit of the Department’s public hearing process. The public hearing on the application and draft permit was held on March 24, 2015, at Gunning Bedford Middle School, 801 Cox Neck Road, New Castle, Del. A Technical Response Memorandum was written addressing the comments received. Based upon the public hearing record and subsequent Hearing Officer’s Report, Secretary’s Order No. 2018-W-0038 was issued July 12, 2018, ordering the Department to reissue the permit, publish the Secretary's Order on the DNREC website, and provide public notice of the Order.
